A playground for every village
The Ministry of Youth Affairs and Sports through the Rajiv Gandhi Khel Abhiyan (RGKA) has come up with an ambitious plan for popularizing sports by creating sports infrastructure at the village and block levels. The government is committed to building a playing field in every village.
Here is how:
- The playground will be constructed using the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).
- The gram panchayats have to commit free land and also undertake maintenance of the playfields from their resources.
- Minimum area for development of a playfield at gram panchayat level may vary from one to two acres.
- The playground can be developed for the following outdoor sports depending on the area provided: football, hockey, badminton, kabbadi, kho-kho, volleyball. Optional sports disciplines can be archery, basketball, handball and tennis.
- The playfield will be developed as provided under Rajiv Gandhi Khel Abhiyan, formerly known as the Panchayat Yuva Khel Krida Abhiyan (PYKKA) Scheme of the Ministry of Youth Affairs and Sports.
- Construction has to be approved by the gram sabha and the gram panchayat, and shall also be part of the annual shelf of projects identified under MG NREGA.
- Since the playground will be constructed under MG NREGA, the wage material ratio of 60:40 has to be ensured. No contractor or machine will be deployed. Social audit will have to be done through the gram sabhas.
- After approval from the gram panchayat, the concerned technical assistant / junior engineer will prepare an estimate of the work as per drawing / design / verification of the playfield.
- The concerned gram panchayat will be the implementing agency.
- Progress and quality shall be the responsibility of the District Programme Coordinator (DPC).
